2. Regulations and rules for the use and management of lifting machinery
Comprehensively implement the "Regulations on Safety Supervision of Special Equipment" and other laws, regulations and policies, and through the adoption of a series of measures in technology, economy and organizational management, apply advanced scientific management means and methods to carry out comprehensive management of lifting machinery. 2.1 Safety Technical Archives
Enterprises using lifting machinery should establish and improve the safety technical archives of the equipment. The archives of lifting machinery include:
(1) Relevant materials such as factory technical documents of lifting machinery, product qualification certificates, operation and maintenance manuals, drawings of vulnerable parts, electrical principles, layout diagrams of electrical components, type test reports of necessary safety accessories, and supervision and inspection certificates.
(2) Technical data required during the installation process, installation location, and activation time.
(3) Acceptance certificates issued by special equipment inspection institutions or regular "Inspection Reports".
(4) Records of daily maintenance, upkeep, major overhauls, renovations, changes, inspections and tests.
(5) Records of equipment accidents and personal injury accidents.
(6) Equipment safety assessment by the superior administrative department.
(7) Maintenance and inspection records of special equipment and safety accessories, safety protection devices, measurement and control devices, and related auxiliary instruments and meters.
2.2 Safety Management System for Lifting Machinery
To ensure the safe operation of lifting machinery, it is necessary to have a complete set of management rules and regulations, so that operators have rules to follow and managers have laws to abide by. Improve and implement the organizational management structure for special equipment, configure a strong professional management team, and maintain relative stability to meet the requirements of management work. The management system should include the following contents:
Emergency rescue plan for Lifting machinery accidents.
(2) The job responsibility system of functional management departments and drivers.
(3) Safety Operation Technical Regulations.
(4) Maintenance, overhaul, renovation and scrapping system.
(5) Daily inspection and regular inspection, maintenance and repair system.

(8) Safety Technical File Management System for Lifting Machinery.
2.3 Emergency Measures and Rescue plans for Special Equipment Accidents
According to Article 31 of the "Regulations on Safety Supervision of Special Equipment", the user units of special equipment shall formulate emergency measures and rescue plans for accidents involving special equipment. Special equipment user units should establish an emergency rescue leading group led by the unit's leader, with the special equipment safety management department as the main body and relevant departments cooperating. Responsibilities should be clearly defined and assigned to individuals. Based on the usage of special equipment in this unit, determine the possible faults, potential dangers and accidents that may occur, and formulate response measures suitable for the characteristics of the lifting machinery in this unit. This measure should include the principles for handling accidents involving lifting machinery, as well as the procedures and methods to be adopted in emergency situations.
