Safety technical management methods and techniques for lifting machinery
The safety management of the user units of special equipment encompasses the entire process management, including equipment selection and argumentation, installation and commissioning, inspection by special inspection institutions, formulation of safety management systems, maintenance and upkeep, operation and running, transformation, major overhauls, and scrapping.
1. Selection, installation and inspection of lifting machinery
1.1 Selection
When enterprises purchase lifting machinery, they should first comprehensively consider factors such as the scope of use, frequency of operation, utilization rate, and rated lifting capacity of their own enterprises, and select cranes that meet the working level requirements of their own units. Conduct market research based on the proposed technical parameters. The selected supplier must be a professional crane manufacturing enterprise with a special equipment safety license. And examine the compatibility of the processing equipment of the manufacturer, the standardization of production, and the advancement of the products. After comparison, select the lifting machinery with reasonable price, good quality, excellent performance and complete safety devices.
After the equipment arrives, when opening the box for acceptance, it is necessary to check whether the random technical documents are complete, whether the random accessories, tools and attachments are consistent with the list, and whether the equipment and accessories have any damage or defects, etc., and keep a record of the opening of the box for acceptance.
1.2 Selection of Installation units
The installation teams of lifting machinery can choose manufacturers with installation qualifications to form a one-stop service model covering manufacturing, installation and commissioning. In addition, the selected installation unit must be a professional team with the "Special Equipment Installation (Maintenance) Safety Recognition Certificate" issued by the provincial quality and technical supervision department, and have the installation qualification for the corresponding lifting capacity. After the installation unit is determined, before installation, it is necessary to assist the installation unit in handling the special equipment start-up report, and check whether the construction organization plan of the installation team, installation equipment, installation procedures, technical requirements, acceptance records of concealed works during the installation process, self-inspection reports, etc. meet the requirements. After installation is completed, the installation unit should be supervised to conduct a comprehensive self-inspection, operation test and load test. After confirming that the self-inspection is qualified, the installation acceptance should be reported to the special equipment inspection agency. It can be put into use only after passing the acceptance inspection and obtaining the "Safety Use Permit". After the acceptance is qualified, the user unit shall file the relevant technical data such as the random technical data, installation data and inspection report of the crane. All the data related to regular inspections, major overhauls, renovations and accident records that occur during future use will also be filed in the safety technical archives of the lifting machinery.
